Requires grade 12 pupils to complete and submit either a Free Application for Federal Student Aid (FAFSA) or a California Dream Act application form, starting with the 2022-23 school year, unless they opt out or are exempted by their school.

Allows pupils, parents, or legal guardians to opt out of financial aid application requirements by submitting an opt-out form developed by the Student Aid Commission.

Mandates local educational agencies exempt pupils unable to complete the requirement and submit an opt-out form on their behalf.

Requires the State Department of Education to share annual pupil rosters with the Student Aid Commission by September 1, 2022, and each year thereafter, so the commission can match data on financial aid application completion.

Prohibits schools from penalizing pupils who fail to complete financial aid applications or allowing incomplete applications to affect a pupil's ability to graduate.
