Prohibits use of resources, property, and assets to determine Medi-Cal eligibility to the extent permitted by federal law, and requires the department to seek federal authority to disregard all resources.

Allows the department to implement the resource prohibition through provider bulletins and notices without regulatory action, with full regulations to be adopted by January 1, 2023.

Requires the department to update notices and forms by January 1, 2023 to delete all references to resource or asset limitations.

Repeals multiple sections of the Welfare and Institutions Code related to resource tests and asset limits, including sections on separate property, community property, and transfer-of-asset penalties.

Imposes a state-mandated local program on counties to implement expanded Medi-Cal eligibility determinations, with reimbursement to be made per existing statutory procedures if the Commission on State Mandates determines costs are mandated by the state.
