Establishes a pilot program requiring the Department of Transportation to authorize transit operators in partnership with eligible transportation agencies to operate part-time transit lanes on state highway shoulders during specified times.

Requires the Department of Transportation to develop guidelines by January 1, 2024, for safe operation of part-time transit lanes, including minimum shoulder width, signage requirements, speed limits of 35 mph or 15 mph faster than traffic (whichever is less), and protocols for yielding to emergency and disabled vehicles.

Requires development of a training program for transit operators and a program to identify authorized transit buses for part-time transit lane operation by January 1, 2024.

Makes eligible transportation agencies (metropolitan planning organizations, transportation planning agencies, county transportation commissions, or local transportation agencies) responsible for all costs associated with their projects, including necessary repairs to highway shoulders.

Requires project operators to submit a report to the Legislature two years after commencing operations detailing geographic scope, highway modifications, costs, and performance measures related to safety and transit reliability.
