Authorizes persons to apply to become secondary licensees for family daycare home licensees, with the requirement that secondary licensees meet all licensure requirements except the requirement to reside in the home.

Specifies that a family daycare home where a secondary licensee is the provider is where the licensee resides, not necessarily where the secondary licensee resides.

Requires secondary licensees to have one of the following: 12 postsecondary semester units in early childhood education with 6 months of childcare work experience, a current Child Development Associate credential with appropriate endorsement, or a California child development teacher permit.

Makes all rules and regulations related to maintenance and operation of family daycare homes applicable to secondary licensees, allowing either the licensee or secondary licensee to satisfy compliance requirements where possible.

States no state reimbursement is required because any local agency costs result from the bill's changes to crime definitions under Government Code Section 17556.
