Prohibits law enforcement agencies from using kinetic energy projectiles or chemical agents to disperse assemblies, protests, or demonstrations except when objectively reasonable to defend against threats to life or serious bodily injury, or to control objectively dangerous unlawful situations.

Requires that before deploying kinetic energy projectiles or chemical agents, deescalation techniques must be attempted, repeated audible announcements made in multiple languages, and persons given reasonable opportunity to disperse; projectiles cannot be aimed at head, neck, or vital organs and cannot be used solely for curfew violations, verbal threats, or noncompliance with directives.

Mandates law enforcement agencies post summaries on their websites within 60 days (extendable to 90 days) of incidents involving kinetic energy projectiles or chemical agents for crowd control, including crowd size, agent type, quantity used, injuries, and deescalation measures taken.

Requires law enforcement agencies to submit monthly (rather than annual) reports to the Department of Justice on use of force incidents involving shootings, serious bodily injury, or death.

Exempts county detention facilities and Department of Corrections and Rehabilitation facilities from these restrictions; authorizes reimbursement to local agencies for state-mandated costs.
