Replaces gendered terms with nongendered terms throughout education code provisions relating to school administrators, superintendents, and related personnel roles.

Extends the operational date of school district property leasing provisions from July 1, 2022 to July 1, 2027, with repeal effective January 1, 2028.

Establishes California State Library as an independent agency and expands State Librarian authority to digitally preserve materials, provide digital access, render books into braille, and directly contract for library services.

Requires full-time peace officers and public safety dispatchers employed by school districts to complete a minimum one-year probationary period before receiving permanent classified service status.

Modifies adult education program authorizations to simplify eligible course categories and repeals the California Fresh Start Pilot Program; changes speech-language pathology assessment terminology from "language, speech, and hearing specialist" to "speech-language pathologist."
