Eliminates the January 1, 2023 repeal date for the Orange County Health Authority, extending its authorization indefinitely.

Prohibits individuals who served a one-year term as Board of Supervisors members from being appointed to serve a 4-year term in other governing body categories within 12 months of expiration.

Requires the Board of Supervisors to consult with stakeholders including providers, consumers, and advocates when identifying qualified governing body members.

Expands governing body member duties to include addressing homelessness and housing instability among Medi-Cal members, improving quality outcomes, and implementing whole-person care approaches.

Implements conflict of interest requirements including public disclosure of financial interests, recusal from voting, and restricts former members from representing others before the commission for one year after leaving office.
