Suspends the 25% continuous appropriation from the Greenhouse Gas Reduction Fund to the High-Speed Rail Authority for fiscal years 2023–24 and 2024–25.

Redirects the suspended appropriation amounts to the General Fund to augment K–12 education funding and support full-time in-person instruction for all students upon legislative appropriation.

Applies to moneys collected by the state board on and after January 1, 2021.

Removes previous provisions that would have transferred $2.4 billion as a loan from existing High-Speed Rail Authority funds and appropriated $2.4 billion from the High-Speed Passenger Train Bond Fund to the authority.
