Establishes the Climate Adaptation Center and Regional Support Network within the Ocean Protection Council to assist local governments addressing sea level rise challenges.

Center provides technical support, scientific expertise, and information to local governments on climate change adaptation, including sea level rise mitigation measures.

Connects local practitioners with state policy guidance, scientific information, and technical assistance while serving as a point of contact for adaptation questions and advice.

Establishes formal partnerships with state universities to provide local governments access to latest scientific information on climate change impacts.

Requires 10 full-time equivalent staff at the Ocean Protection Council and 10 at regional locations to coordinate statewide adaptation efforts and facilitate information sharing between local and state levels.
