Restricts recycling bin requirements for theme parks, amusement parks, water parks, resorts, entertainment complexes, zoos, and similar facilities to only permanent, nonmobile food service facilities with dedicated seating areas that are not full-service restaurants.

Allows these specified facilities to implement alternative organic waste recycling processes that yield comparable or greater volume and quality results instead of providing physical organic waste recycling bins.

Revises the definition of "full-service restaurant" to require employees to escort or assign customers to seating areas, take orders after seating, deliver food directly to customers, bring requested items to customers, and deliver checks at the assigned eating area.

Applies new requirements for parks on and after January 1, 2022.

Makes conforming changes to existing commercial and organic waste recycling provisions in the Public Resources Code.
