Requires administrators, employees, and regular volunteers (18+ with 16+ hours monthly contact with children) of youth service organizations to complete child abuse and neglect identification and reporting training through the Office of Child Abuse Prevention.

Mandates background checks pursuant to Penal Code Section 11105.3 for administrators, employees, and regular volunteers to identify and exclude individuals with a history of child abuse.

Requires youth service organizations to develop and implement child abuse prevention policies including external reporting of suspected abuse and maintaining at least two mandated reporters present during child contact whenever possible.

Authorizes insurers to request compliance information from youth service organizations as part of their loss control program before writing liability insurance.

Applies to organizations whose personnel are mandated reporters under California Penal Code Section 11165.7.
