Amends Section 29643 of the Food and Agricultural Code to require imported honey to be labeled with the country or territory of origin in letters of like size and character on the same panel as the United States grade statement.

Specifies that repackaged imported honey must be labeled as either "imported" (if blended with honey from other countries or repackaged without blending) or "domestic and imported blend" (if blended with domestic honey).

Makes violations of the labeling requirements enforceable by the Secretary of Food and Agriculture and county agricultural commissioners as crimes or infractions.

Exempts the state from reimbursing local agencies for costs related to creating new crimes or infractions, but allows reimbursement if the Commission on State Mandates determines other state-mandated costs exist.
