Energy Commission must evaluate and establish offshore wind planning goals for 2030 and 2045 by June 1, 2022, considering reliability, ratepayer, employment, and decarbonization benefits.

Energy Commission must develop a comprehensive strategic plan for offshore wind energy development off California's coast and submit it to the Natural Resources Agency and Legislature by June 30, 2023.

Energy Commission must identify suitable sea space in federal waters for wind energy areas, develop port infrastructure improvements, assess transmission needs, and create a permitting roadmap with coordinated timelines.

Workforce development plan must include prevailing wage standards, skilled and trained workforce requirements, apprenticeship programs, and local hiring provisions in consultation with labor organizations.

All provisions sunset and are repealed on January 1, 2027.
