Exempts specific drug compounds from Schedule III and Schedule IV controlled substance classifications if they contain nonnarcotic substances combined with barbiturates or benzodiazepines and are listed in the federal Table of Exempted Prescription Products.

Expands state law authorization for cannabinoid products to be prescribed and used in accordance with federal law when cannabinoids are rescheduled or FDA-approved, extending beyond the previous cannabidiol-only provision.

Requires the Department of Justice to provide the University of California with access to identifiable CURES (Controlled Substances Utilization Review and Evaluation System) data for research purposes, subject to Civil Code privacy requirements.

Maintains CURES as the electronic monitoring system for Schedule II, III, IV, and V controlled substance prescribing and dispensing by authorized practitioners.
