• Designates the first Tuesday after the first Monday in November in even-numbered years (statewide general election day) as a state holiday.

• Requires public schools and community colleges to close on statewide general election days; requires California State University campuses to close and requests University of California campuses to close on those days.

• Provides that state employees with specified exceptions receive paid time off on statewide general election days.

• Changes Washington Day (third Monday in February) to be observed only in odd-numbered years instead of every year.

• Imposes state-mandated local program costs subject to reimbursement through existing statutory procedures.
