Office of Emergency Services must prepare a biennial gap analysis of California's mutual aid systems, beginning January 1, 2022

Gap analysis shall assess firefighting, law enforcement, emergency medical services, mass care, shelter, and hospital surge capacity needed to respond to two simultaneous major disasters

Analysis must use a disaster scenario of two simultaneous major incidents such as an urban earthquake and wildfire causing thousands of evacuations

Gap analysis must estimate response requirements, measure baseline preparedness of state and local resources, develop strategies to address shortfalls, and evaluate lessons from past disasters

Office must submit gap analysis to Senate Budget and Fiscal Review Committee, Assembly Budget Committee, Assembly Emergency Management Committee, and Senate Governmental Organization Committee by February 1, 2022, and biennially thereafter
