Establishes a 15-member California Aerospace Commission within the Governor's Office of Business and Economic Development to serve as a central point of contact for aerospace industry businesses and support the industry's competitiveness in California.

Commission members include representatives from large aerospace corporations, small- and medium-size aerospace businesses, higher education, labor unions, workforce development, and space launch facilities, appointed by the Governor, Speaker of the Assembly, and Senate Committee on Rules.

Requires the commission to make annual recommendations to the Legislature, Governor, and state agencies on legislative and administrative actions to maintain and improve California's aerospace industry position in national and world markets.

Commission shall be funded through nonstate moneys (federal funds and private donations) deposited into a newly established Aerospace Account within the California Economic Development Fund, with restrictions on individual private donations not exceeding 25 percent of annual budget and donor reporting requirements.

Sunsets on January 1, 2027, with operations contingent on the Director of the Governor's Office of Business and Economic Development determining sufficient nonstate funds have been received to support commission operations.
