Exempts Medi-Cal beneficiaries enrolled in a PACE organization from mandatory or passive enrollment in a Medi-Cal managed care plan.

Requires persons enrolled in a PACE plan to receive all Medicare and Medi-Cal services exclusively from the PACE program under a three-way agreement with the department and federal Centers for Medicare and Medicaid Services.

Mandates PACE be presented as a Medi-Cal managed care plan enrollment option in all enrollment materials, outreach programs, and enrollment assistance programs in areas where PACE is available.

Requires the department to establish a system to identify Medi-Cal beneficiaries potentially eligible for PACE based on age, residence, and prior service use, with outreach and referrals to interested beneficiaries.

Requires PACE to be identified and presented as a Medicare plan option in mailings and notices to dual eligible beneficiaries, including information on how to request PACE eligibility assessment.
