Requires childcare resource and referral programs to collect and maintain data on requests for care disaggregated by race, ethnicity, age of child, hours of care needed, and facility type requested.

Mandates the State Department of Social Services and State Department of Education develop and maintain the Early Learning and Care Dashboard by January 1, 2024, to publicly report data on enrollment, complaints, health and safety violations, licenses, and suspension/expulsion rates disaggregated by race and ethnicity.

Authorizes the Cradle-to-Career Data System Workgroup to make recommendations for additions or modifications to the dashboard by January 1, 2025.

Establishes an antibias education grant program with 6-12 regional leads to provide training, coaching, and professional development on antibias education to early learning and care staff at licensed and unlicensed facilities, with minimum funding of $250,000 per regional lead.

Implementation of the antibias education grant program is contingent upon an appropriation in the annual Budget Act.
