Prohibits affordable housing impact fees, including inclusionary zoning fees and in-lieu fees, from being imposed on affordable units within a housing development.

Applies to developments that receive density bonuses under existing Density Bonus Law for producing lower income, low-income, or moderate-income housing units.

Exempts the state from reimbursing local agencies and school districts for costs under this mandate, as local agencies have authority to levy sufficient service charges and fees.
