Waives open course provisions in California Community Colleges statutes and regulations for community college courses provided to military personnel, their dependents, and authorized civilian employees on military bases

Allows the Board of Governors to include full-time equivalent student (FTES) units generated in military base courses toward state apportionments, with attendance hours funded at credit, noncredit, or career development rates as applicable

Prohibits districts from claiming state apportionment for classes where they receive full compensation for direct education costs from any public or private source

Requires districts to report any partial compensation received from outside sources and mandates the Chancellor subtract that amount from total apportionment payments

Approved by Governor October 6, 2021, and filed with Secretary of State the same date
