Establishes a $50,000 threshold for county drainage districts requiring contracts to be let to the lowest responsible bidder.

Increases the threshold for levee district contracts subject to competitive bidding requirements from $2,500 to $50,000.

Increases the threshold for reclamation district contracts from $25,000 to $50,000 for improvements, work, materials, or supplies.

Eliminates landowner approval provisions that previously allowed reclamation districts to exceed the $25,000 threshold up to $50,000 with two-thirds landowner consent.
