Requires the Director of Emergency Services to appoint representatives of the access and functional needs population (including people who are blind, visually impaired, deaf, hard of hearing, have cognitive or physical disabilities) to serve on emergency management committees, with at least a majority from specified groups.

Requires counties to submit emergency plans to the Office of Emergency Services by March 1, 2022, and upon any updates; requires OES to review county plans for consistency with Federal Emergency Management Agency best practices regarding access and functional needs populations.

Establishes a schedule for OES to review emergency plans: at least 10 high-risk counties by January 1, 2023; at least 10 counties annually thereafter; and all counties by January 1, 2028.

Requires OES to develop alert and warning guidelines by July 1, 2022, and alert and warning training with involvement of access and functional needs community representatives, replacing previous requirements that referenced only the disability community.

Requires after-action reports on declared disasters to include conclusions and recommendations based on findings within 180 days.
