Requires the Department of Transportation to develop a pilot program by July 1, 2022 to issue special permits allowing vehicles to haul raw milk up to 88,000 pounds gross vehicle weight (exceeding the standard 80,000-pound limit).

Permit applications must include vehicle descriptions, proof of insurance, indemnification agreements, and agreements to carry permit copies, display identifying indicia on windshields, and use fuel meeting Low-Carbon Fuel Standard requirements with a carbon intensity score of 65 or less within six months.

Permits are valid for one year and may be canceled for failure to maintain application conditions, unsatisfactory safety ratings, or safety/highway damage concerns; permit holders cannot operate outside designated corridors.

Department of Transportation must submit annual reports to the Legislature on permits issued and emissions reductions, and conduct a study on air pollution, safety, fuel consumption, and roadway impacts with results provided to legislative committees.

Authorizes the department to charge reasonable fees for permit production, issuance, and indicia; provisions expire and are repealed January 1, 2030 unless extended by earlier-enacted statute.
