Establishes the Extreme Heat and Community Resilience Program administered by the Office of Planning and Research to coordinate state efforts and support local efforts to mitigate extreme heat and urban heat island effects.

Requires the Office to provide financial and technical assistance to eligible entities for preparing heat action plans, implementing cooling projects (cool roofs/pavements, shade, efficient building design), and creating community resilience centers and public education campaigns.

Mandates the Office submit a report to the Legislature by July 1, 2023 documenting state agency actions, costs, and budget allocations for extreme heat mitigation, along with recommendations for policy improvements.

Requires the Office to adopt program guidelines before awarding grants, with input from the public, academic experts, and relevant state agencies, and prioritize funding for disadvantaged communities and vulnerable populations.

Creates the Extreme Heat and Community Resilience Fund in the State Treasury to receive appropriations from the Legislature for program implementation.
