Establishes the School Health Demonstration Project, a 2-year pilot program within the State Department of Education to expand comprehensive health and mental health services in public schools by helping local educational agencies access Medi-Cal funding.

Requires the Superintendent of Public Instruction to select up to 3 technical assistance teams by March 1, 2022, and up to 10 local educational agencies as pilot participants by May 1, 2022, with selection based on demonstrated need, geographic diversity, and commitment to expanding services.

Provides selected pilot participants $500,000 per year for 2 years to contract with technical assistance teams and fund staffing, professional development, outreach, and data analysis related to billing and claiming Medi-Cal reimbursements.

Requires technical assistance teams to help local educational agencies analyze their health and mental health service needs, maximize federal reimbursement revenue, and explore partnerships with county mental health plans and Medi-Cal managed care plans.

Mandates submission of a final report to the Legislature by January 1, 2025, including best practices, total federal dollars drawn down, number of pupils served, and statewide expansion recommendations.
