Prohibits local agencies from charging an annual fee for sending electronic notices and requires excess fee revenues to be reimbursed to the payor rather than used to reduce future fees.

Allows parties to file protests within 90 days and lawsuits within 180 days of fee imposition notice, replacing the previous 120-day judicial action deadline for attacking fee ordinances.

Prohibits local agencies from using evidence or data in defending fee protests that was not made publicly available and posted on their website during the notice period.
