Requires transitional housing units with host families to include supervised transitional housing services provided by the licensed transitional housing placement provider.

Authorizes additional entities to operate as host families for nonminor dependents, including resource families, licensed foster family homes, certified family homes, approved relative caregivers, and nonrelative extended family members.

Allows transitional housing placement providers to provide supportive services to nonminor dependents in certified family homes or resource families if the provider signs a memorandum of understanding with the foster family agency.

Expands the definition of "supervised independent living setting" to include transitional housing units in which a host family lives with a nonminor dependent participant, with supervised transitional housing services provided by a licensed provider.

Authorizes counties to allow licensed transitional housing placement providers to provide supportive services to nonminor dependents in their supervised independent living settings.
