Requires California State University trustees and requests University of California regents to engage in public discussions with K-12 schools and community colleges before adopting new undergraduate eligibility requirements that impact students across their segments.

Mandates an independent third-party study to assess disparate impacts of proposed eligibility policy changes on underrepresented student groups, disaggregated by race, ethnicity, income, and region.

Requires presentation of proposed policy changes and impact studies to the Legislature at least 60 days before a scheduled vote on the changes.

Requires creation of a publicly-meeting implementation committee to develop a multiyear plan for coordinating policy changes across educational segments, with at least one-third of members from Title I schools or rural regions.

Requires annual progress reports to the Governor and Legislature during implementation of approved eligibility policy changes, including ongoing analysis of impacts on high school graduates by demographic categories.
