Requires the Superintendent of Public Instruction to establish a list of schools for county superintendent inspection beginning in the 2021–22 fiscal year, based on schools identified for federal comprehensive support and improvement, additional targeted support and improvement, or low-performing status under the Every Student Succeeds Act and Elementary and Secondary Education Act.

Includes on the inspection list all schools where 15% or more of teachers hold permits or certificates that are lesser certifications than preliminary or clear California teaching credentials.

Mandates county superintendents to conduct annual inspections of listed schools and submit annual reports by November board meetings describing the state of schools, including teacher misassignments, vacancies, textbook sufficiency, and facility conditions.

Requires at least 25% of county superintendent visits to be unannounced, with unannounced visits limited to observing school repair, maintenance, and instructional material sufficiency without demanding access to documents or specific personnel.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to Government Code sections 17500 and following.
