Expands the definition of "nationality" in California's hate crime law to include immigration status, in addition to existing categories of citizenship, country of origin, and national origin.

Makes it a hate crime to commit a criminal act in whole or in part because of a victim's actual or perceived immigration status, subject to enhanced sentencing requirements.

Declares that the expanded definition of "nationality" is declaratory of existing law.

Specifies that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution, as costs result from changes to crime definitions and penalties.
