Excludes interest earnings from deductions and allocations specified in existing law, ensuring they are dedicated solely to the Department of Transportation.

Requires the Department of Transportation to annually report to the commission on expenditures, project details, locations, and progress toward performance goals for reducing deferred maintenance.

Mandates the Department of Transportation implement efficiency measures to generate at least $100,000,000 per year in savings for state highway maintenance and rehabilitation.

Authorizes the commission to evaluate departmental effectiveness, make recommendations, and withhold future allocations if funds are not appropriately spent.
