Authorizes the Department of Alcoholic Beverage Control to permit licensees to exercise expanded premises privileges under COVID-19 Temporary Catering Authorizations for 365 days after the state of emergency ends, with option to extend if permanent expansion applications are pending; provision repeals July 1, 2024.

Requires local jurisdictions without existing parking relief ordinances to reduce required parking spaces for existing uses by the number needed to accommodate expanded outdoor dining areas for COVID-19 mitigation; operative January 1, 2022, repeals January 1, 2024.

Permits food facilities subject to COVID-19 operational restrictions to operate temporary satellite food service without separate permits or written operating procedures for one year after state of emergency ends or until January 1, 2024, whichever is first; requires procedures be maintained onsite for local review.

Declares the bill takes effect immediately as an urgency statute necessary for immediate preservation of public peace, health, or safety.
