State Department of Public Health shall develop a plan with recommendations and guidelines for counties to address significant air quality events caused by wildfires or other sources, including respiratory protection, public information, and prevention strategies.

Counties must develop county-specific air quality plans in advance of their next emergency plan update that address all state recommendations and assign lead departments to manage each guideline during poor air quality events.

Counties shall establish criteria and locations for public respite facilities during poor air quality events and develop processes to distribute respiratory protection, air purifiers, medications, and oxygen to vulnerable populations.

State Department of Public Health must consult with stakeholders including the Governor's Office of Emergency Services, State Air Resources Board, medical professionals, air pollution districts, counties, hospitals, and nonprofits serving vulnerable populations when developing the air quality plan.

Two or more counties may establish a multicounty agreement to develop and implement a regional plan in lieu of individual county plans, subject to approval by each county's board of supervisors.
