Allows the Governor to certify new hospital projects or hospital expansion/modernization projects as "environmental leadership hospital projects" if they meet specified requirements including minimum investment thresholds ($100 million in urbanized areas, $50 million outside urbanized areas, or $30 million if containing a behavioral health facility).

Requires certified projects to achieve net zero greenhouse gas emissions through renewable power use, onsite or offsite emission reductions, and permits up to 15 percent of emissions mitigation through cobenefit accelerator investment payments to the Strategic Growth Council.

Mandates project applicants certify compliance with prevailing wage requirements and skilled and trained workforce standards, with monthly compliance reporting to the lead agency and civil penalties for non-compliance.

Changes the standard of judicial review for certified projects from "fair argument" to "substantial evidence" standard and requires concurrent preparation of the administrative record during the environmental review process.

Sunsets the streamlined review process on January 1, 2029, and makes the provisions inapplicable to any project that does not complete environmental review by June 1, 2028.
