Require state-designated fairs to develop policies and procedures to make opportunity purchases from local businesses at prices equal to or less than state purchasing program prices.

Prohibit district agricultural association directors from being seated on the board or participating in meetings until they complete mandatory forms and training, with removal from the board for non-compliance within 90 days.

Change certified farmers' market certificates from valid for 12 months to valid for up to 12 months.

Allow the California Apple Commission to change the number of districts and their boundaries by a two-thirds vote after notifying eligible producers, and restructure the commission to have 3 producers and 1 handler from each district when multiple districts exist, or at least 6 producers and 1 handler statewide when a single district exists.

Specify that no state reimbursement is required because costs are associated with creating new criminal offenses.
