Amends Section 94110 of the Education Code to modify requirements for the California Educational Facilities Authority regarding student, faculty, and staff housing projects.

Exempts projects located on property within a campus boundary or on property outside the boundary and owned by the institution from the 40-year grant deed restriction requirement.

The 40-year grant deed restriction previously required provisions for first right of refusal, fair market value purchase rights, and housing availability priorities for students, faculty, and staff.

Changes gender-specific language in the Education Code from "his or her" to "their" regarding student admission policies for participating private colleges.
