Amends Section 5840 of the Welfare and Institutions Code to expand prevention and early intervention services authorized under the Mental Health Services Act (Proposition 63).

Authorizes counties to use Mental Health Services Act funds for prevention and early intervention strategies addressing mental health needs, substance misuse, substance use disorders, and cooccurring mental health and substance use services.

Requires the State Department of Health Care Services to coordinate with counties on programs designed to prevent mental illnesses from becoming severe and disabling, with emphasis on underserved populations.

Makes a continuous appropriation by authorizing new uses for Mental Health Services Act funds and includes legislative finding that the changes are consistent with and further the intent of the original MHSA.
