Authorizes county child welfare, probation, or tribal placing agencies to file a petition with juvenile court to dismiss and immediately resume dependency or transition jurisdiction for certain nonminor dependents (ages 18-21) who were ineligible for federal financial participation before age 18, with the nonminor dependent's consent.

Allows juvenile court to grant such petitions without a hearing and requires agencies to ensure nonminor dependents do not experience breaks in services or supports before, during, or after the petition process.

Prohibits filing such petitions if the nonminor dependent is categorically ineligible for federal AFDC-FC benefits or if the nonminor is a tribal member who would lose services or benefits by establishing federal financial participation eligibility.

Requires the Judicial Council to develop and implement court rules and forms by September 1, 2022, to implement the petition process.

Requires the Director of Social Services to seek necessary federal approvals by July 1, 2022, to implement these provisions.
