Modifies the California MAT Re-Entry Incentive Program to allow parolees to earn up to 90-day reductions in parole periods through successful participation in substance abuse treatment with medically assisted therapy (MAT).

Changes eligibility requirement from requiring prior participation in an institutional substance abuse program to requiring enrollment in or successful participation in a post-release substance abuse program.

Excludes persons convicted of specified serious violent felonies, sex offenses involving children under 14 years of age, and those sentenced to life imprisonment for certain offenses.

Contingent upon appropriation of federal Substance Abuse and Mental Health Services Administration (SAMHSA) grant funds, with $1,000,000 allocated to the Department of Corrections and Rehabilitation for program implementation.

Requires the department to collect data on program utilization and outcomes for reporting purposes.
