Establishes the Medication-Assisted Treatment (MAT) Grant Program administered by the Board of State and Community Corrections to award competitive grants to counties until January 1, 2026

Allows counties to use grant funds for substance use disorder counselors in jails, medication doses for inmates upon release, contracts with narcotic treatment providers, mobile crisis teams, and community-based treatment services for justice-involved individuals

Prohibits counties from using grant funds to replace existing medication-assisted treatment resources in county jails or the community

Requires grant-receiving counties to collect and maintain data on drug overdoses and recidivism rates for inmates and persons under criminal justice supervision who receive funded services, with recidivism measured within three years of release or service completion

Mandates the Board of State and Community Corrections submit a report to the Legislature by July 1, 2025 describing funded activities and their effectiveness in reducing overdoses and recidivism
