Requires Scripps Institution of Oceanography at UC San Diego to conduct research on coastal cliff landslides and erosion in San Diego County, upon legislative appropriation.

Research must include developing a bluff failure database using historical records and recent coastal survey data, and conducting real-time land deformation measurements at Beacons Beach in Encinitas and the City of Del Mar.

Requires Scripps Institution to complete research by January 1, 2025, and submit a report to the Legislature by March 15, 2025, with recommendations for developing a coastal cliff landslide and erosion early warning system.

Provides civil liability immunity to the Regents of the University of California and its employees for harm resulting from measurements, predictions, or warnings in the report, unless damages result from gross negligence or willful or wanton misconduct.

Report requirement sunsets on March 15, 2029, under Government Code Section 10231.5.
