Requires state agencies to purchase recycled products instead of nonrecycled products when fitness and quality are equal and recycled products cost no more than 10% greater than nonrecycled products, effective under specified procurement circumstances.

Establishes updated product categories and minimum recycled content percentages effective January 1, 2023, with the Department of Resources Recycling and Recovery (CalRecycle) required to review and update the list every 3 years beginning January 1, 2026.

Mandates annual mandatory training for all state agency procurement and contracting officers conducted by CalRecycle on SABRC benefits, locating qualifying products, and reporting requirements.

Exempts University of California from SABRC procurement requirements but requires it to report on purchases of listed products and the percentage meeting minimum recycled content standards.

Requires Department of General Services and Prison Industry Authority to prioritize recycled content products in procurement and contracting, and replaces the review and recommendation process for unmet requirements with CalRecycle reporting noncomplient agencies to the Department of General Services.
