Requires residential facilities serving adults, residential care facilities for persons with chronic life-threatening illness, and residential care facilities for the elderly that have internet service to provide at least one internet access device dedicated for client or resident use.

Internet access devices must support real-time interactive applications, be equipped with videoconferencing technology including microphone and camera functions, and can be a computer, smartphone, tablet, or similar device.

Devices must be available to clients or residents with reasonable personal privacy for confidential discussions and shared access during reasonable hours among all facility residents.

Violations of the requirement constitute a misdemeanor offense.

No state reimbursement is required because the mandate creates new criminal penalties under existing law.
