Requires the State Department of Health Care Services to issue a statewide substance use disorder (SUD) workforce needs assessment report by July 1, 2023, evaluating the current SUD workforce, barriers to entry, and state regulatory systems.

Authorizes the Department of Health Care Access and Information to implement SUD workforce development programming including paid tuition for vocational programs, stipends for testing and certification costs, and tuition reimbursement for undergraduate and graduate students in SUD-related coursework.

Allows stipends to cover portfolio review costs and tuition reimbursement for licensed mental health and medical professionals completing SUD-specific courses.

Authorizes grants for behavioral health organizations to recruit and train individuals from vulnerable populations, including racial/ethnic minorities, LGBTQ individuals, and those with prior criminal justice involvement.

Implementation of workforce development programming is contingent upon a legislative appropriation for those purposes.
