State agencies must consider sea level rise impacts based on Ocean Protection Council projections when planning, designing, building, operating, and maintaining infrastructure in coastal zones, San Francisco Bay Conservation and Development Commission jurisdictions, or areas vulnerable to flooding, and when approving state funds including bonds, grants, and loans.

New or expanded infrastructure funded by the state must not be anticipated to be vulnerable to sea level rise risks during its operational life.

Ocean Protection Council must establish a multiagency working group by March 1, 2022, including representatives from multiple state agencies and an academic expert on climate change, to develop policies and actions addressing sea level rise.

Ocean Protection Council must develop by January 1, 2023, a standardized methodology and template for economic analyses of sea level rise risks and adaptation strategies, and by January 1, 2024, a class-specific infrastructure resilience plan for state roads, wastewater treatment plants, water supply facilities, ports, desalination facilities, and powerplants.

State agencies must conduct sea level rise analyses for state-funded infrastructure projects in vulnerable areas using the prescribed methodology and certify completion to the State Controller, who may audit agency compliance.
