Mandates that parties seeking involuntary foster care placement or termination of parental rights for children of nonminor dependent parents must demonstrate reasonable efforts to provide remedial services and that efforts have proved unsuccessful.

Requires social workers and probation officers to use a strengths-based approach when supporting minor or nonminor dependent parents and prohibits investigations of their children unless a formal abuse or neglect report has been made.

Specifies that a child of a minor or nonminor dependent parent shall not be presumed at risk of abuse or neglect solely based on the parent's past placement history, behaviors, or health diagnoses prior to pregnancy.
