Requires the Department of Housing and Community Development to administer a grant program (upon legislative appropriation) providing incentives to local agencies that convert publicly owned golf courses into housing and publicly accessible open space.

Eligible developments must include at least 25 percent of new dwelling units affordable to lower income households, with rental units restricted for 55 years and ownership units restricted for 45 years under recorded deed restrictions.

Requires at least 15 percent of the development to be publicly accessible open space and limits nonresidential uses to no more than one-third of the development's square footage (excluding open space).

Department shall issue annual Notices of Funding Availability and award grants in amounts determined by the department, disbursing half upon execution of a development agreement and the remaining half upon completion of housing and open space meeting program criteria.

Allows the department to adopt and amend guidelines to implement the program without subjecting them to the Administrative Procedure Act.
