Requires county welfare departments to document that minors receive written information about CalFresh benefits eligibility and where to apply at the last regularly scheduled review hearing before turning 18 years of age.

Expands housing assistance reporting requirements to include whether referrals resulted in housing being secured, duration of housing, and additional services from other county departments aimed at preventing homelessness.

Incorporates amendments from AB 546 to Section 391 of the Welfare and Institutions Code if both bills are enacted, with this bill's provisions taking precedence if enacted after AB 546.

Declares that increased costs to local agencies already bearing programs mandated by 2011 Realignment Legislation apply only to the extent the state provides annual funding.
