Requires the State Air Resources Board and Labor and Workforce Development Agency to update Greenhouse Gas Reduction Fund guidelines by July 1, 2025, to ensure applicants meet fair labor standards, inclusive procurement policies, and prevailing wage requirements for construction work.

Mandates applicants seeking over $1,000,000 for construction projects provide evidence of a community workforce agreement that includes targeted hiring plans for under-resourced, tribal, and low-income communities.

Directs administering agencies to give preference to applicants that partner with educational institutions or training programs serving targeted communities in the same region and to applicants that create high-quality jobs with retirement benefits, vacation, sick leave, training, and wages at or above regional median.

Exempts federal-funded projects, applicants who are not employers, and housing projects with 100% affordable units from these requirements.

Requires applicants to ensure contractors hired for funded projects meet the labor and employment standards outlined in their project applications.
